The following email will be sent on January 8, 2018 to UI employees required to complete an “Annual Disclosure of Outside Professional Activities and Interests.” Our respective offices have worked together to provide a single eCOI online disclosure portal that will fulfill the annual reporting requirements of the following UI policies:

All employees may monitor compliance with this annual disclosure requirement via the UI Compliance and Qualifications system accessible through UI Self-Service “My Compliances” tab.  Employees who have not completed the requirement will receive a reminder on April 1st and April 25th. The compliance requirement will show as “green” in the “My Compliance” dashboard until April 25th and will change to yellow five days before the due date of April 30th. Prior to the compliance due date (April 30, 2018) supervisors may access reports showing the status of employees who directly report to them: https://compliance.hr.uiowa.edu/reports/compliances_summary_by_individual. Senior HR Leaders and Associate Deans for Faculty can review the list of non-compliant employees in their Org via the online eCOI-W website: https://apps.its.uiowa.edu/facadmin/app/#/ecoi/compliance at any time.

You are receiving this email as a UI employee who is required to complete an online “Annual Disclosure of Outside Professional Activities and Interests” through the eCOI system by April 30, 2018. If you have already completed an eCOI disclosure during calendar year 2018, you may disregard this message.

 

To ensure that UI academic, health care, business, research, and teaching endeavors are free of potential or actual conflicts of interest, the UI Conflicts of Commitment and Interest and UI Health Care Conflict of Interest and Conflict of Commitmentpolicies require that key UI faculty and staff members complete an annual disclosure of outside professional activities and interests. While very few activities that represent, or appear to represent, a conflict are actually prohibited, disclosure allows for potential and actual conflicts to be reviewed and managed appropriately.

 

Completion of the eCOI Annual Disclosure of Outside Professional Activities and Interests fulfills the annual reporting requirements of the following UI policies:

Who is required to complete an eCOI Annual Disclosure?

  1. All UI employees engaged in research, which is defined as being named as “key personnel” on a UI routing form submitted to Sponsored Programs or an IRB application.
  2. All UI Health Care faculty, P&S and SEIU staff, and Merit exempt employees with 50% or greater appointments.
  3. Faculty and Staff members with 50% or greater appointments in the following categories:
    1. Regular Faculty (tenure-track, tenured, clinical-track, research-track, instructional-track),
    2. P&S compensated at Pay Levels 7 and above (see ePersonnel File in UI Employee Self Service for Pay Level),
  4. All University Officials as defined by the policy on Institutional Conflict of Interest in Human Subjects Research, including:
    1. Administrators with Faculty Appointments (e.g., Associate Provosts, Associate Vice Presidents, DEOs, Directors), and
    2. Institutional Officers (e.g., President, Executive VP & Provost, Vice Presidents, Treasurer, Deans, University Librarian).

eCOI Annual Disclosure Instructions: To complete your Annual Disclosure, log on to the online eCOI disclosure system at https://ecoi.uiowa.edu. Use your HawkID to log on (do not use a HealthCareID). Once in the system, you will be asked a series of screening questions to determine if you have any outside professional activities, financial interests, or other considerations related to your University responsibilities or in the same field of expertise as your position at the University. If you have nothing to disclose, completion of the Annual Disclosure and Certification will take less than five minutes.

 

Please note: each time a user adds a new Entity Report to disclose a particular interest or outside activity, it will require a signature before the report can be finalized.

 

Deadline: You are required to complete the eCOI Annual Disclosure by April 30, 2018. You will use this same eCOI reporting system to keep your disclosures updated throughout the year if your situation changes. Employees may go to their Personal tab on Employee Self Service (hris.uiowa.edu), then click “My Compliances” to view requirements that have been completed, are due now, due soon, or unfulfilled.
